In Uzbekistan pilot WUA should be organized around canals «Àkbarabad- 1», «Akbarabad- 2», «RP - 1» and «RP- 2» with water source from SFC. Command area of these canals is part of «Otkormochnoe khozyaystvo» joint-stock company, entire shirkat farm «Navoi» and part of farm «Al' Fargoniy». |

Key decision-makers decided to call pilot WUA in Kuva district, Fergana province around canals «Akbarabad- 1», «Akbarabad- 2», «RP- 1» and «RP- 2» - WUA «Akbarabad». As a whole regarding WUA «Akbarabad» as for 1.01.2002 total irrigated area was 2818,8 ha, of which 274 ha or 9,7 % - «Otkormochnoe khozyaystvo» joint-stock company, 2290,8 ha or 81,3 % - farm «Navoi» (shirkat and individual farms) and 254 ha or 9,0 % - farm «Al' Fargoniy». «Capacity» of serviced area over separate canals is allocated in the following way: «RP- 1» canal command area of total area of planned WUA is 29,6 %, «RP-2» - 36,6 %, «Akbarabad- 1» - 5,1 % and «Akbarabad- 2» - 28,7 %. Actual water diversion in planned WUA zone (2818, 8 ha) was 26,27 million m3 in 2001 or specific water diversion for 1 ha on average regarding planned WUA is 9,3 thousand m3. Total indices of planned WUA in Kuva district, Fergana province, Uzbekistan are the following ones: • total WUA irrigated area is 2818,8 ha including area of three farms «Navoi», «Otkormochnoe khozyaystvo» and «Al' Fargoniy» serviced by four canals «RP-1», «RP-2», «Akbarabad-1» and «Akbarabad-2», source of which is SFC. Total amount of farms within planned WUA is 28 units. As a whole in 2001 planned water supply was almost 26 million m3 including over canals RP -1 – 7,9 million m3, RP-2 – 9,5 million m3, Akbarabad – 1 – 1,14 million m3 and Akbarabad -2 – 7,42 million m3. • total length of all secondary canals is 21,48 km including: RP - 1 – 11,88 km, RP - 2 – 3,6 km, Akbarabad - 1 – 1,5 km and Akbarabad - 2 – 4,5 km. • onfarm irrigation network length (without secondary canals) in planned WUA is 103 km, of which 74 km, 71,8 % are in earthen channel. • onfarm collector-drainage network length in planned WUA is 70,76 km, of which 38,3 km or 54,1 % are sub-surface horizontal drainage located in farm «Navoi». • in organized WUA, in farm «Navoi» there are 39 vertical drainage wells with total drained area 1000 ha. 0,6 million m3 is used for irrigation when water pumping volume is 7,3 million m3 with mineralization 1,5 – 2 gr/l and the rest is removed out of irrigated area. • interfarm collector network length on organized WUA territory is 50,8 km. • total book value of irrigation and collector-drainage network within organized WUA is 75,5 million sum, of which 45,4 million sum or more than 60% is on Kuva District Department for Water Resources balance. • total actual operational costs of irrigation and collector-drainage network (including secondary canals) within organized WUA were in 2001 - 25,1 million sum, of which 16,2 million sum or 64,51 % is costs of Kuva District Department for Water Resources. Gulyakandoz canal has been selected as a system in the Republic of Tajikistan. Its secondary canals «Bystrotok» and «Ak-kalya» serve fully farm «Bobo Khamdamov» and partially farm «Leningrad». 11 dekhkan farms with total area 774 ha and homestead lands with total area 318 ha located adjacently to dekhkan farms have been established within former collective farm «B. Khamdamov» with total area 1092 ha. At the present time there are a number of problems in established dekhkan farms and homestead lands regarding onfarm irrigation and collector-drainage network operation and maintenance, equitable irrigation water distribution between all farms, reduction of unproductive water losses as well as financial and legal problems. In particular, there is no equitable water supply in dekhkan farms - in 2000 it was that actual annual water supply to planned one was total 49 % and during growing period - 51 %, efficiency of annual actual water supply to planned one over separate dekhkan farms ranged from 0,40 to 0,55 and during growing period – from 0,41 to 0,58. Thus, analyzed farms have problems on water resources supply during the year as well as during growing period not only on volume but on equitable water distribution. There is no reclamation problems in analyzed farms. It should be taken into account that interrelations between farms and water management organizations in Tajikistan are based on payment for water services. It is supposed to establish WUA along canals «Bystrotok» and «Ak-Kalya» taking water from Gulyakandoz canal instead of existing organizational structure for selected farms in Tajikistan. Total irrigated area of organized WUA is 1197 ha including «Bystrotok» canal serving 445 ha and «Ak-kalya» canal - 772 ha. As a result organized WUA includes irrigated lands of all 11 farms of AID (Association of Individual Farms) «Bobo Khamdamov» (1092 ha) and 105 ha of farm «Leningrad» irrigated lands. Within organized WUA 64,5 % of irrigated area is served by canal «Ak-kalya» and 35,5 % - by canal «Bystrotok». In 2001 actual water resources distribution between canals was: over «Ak-kalya» - 4647 thousand m3 or 50,8 % and over «Bystrotok» - 4511 thousand m3 or 49,2 % of total supplied water resources volume. At the present time canals «Bystrotok» and «Ak-kalya» are on Dzh. Rasulov District Department for Water Resources balance and accordingly it finances operational costs over the canals. As a whole book value of canals «Bystrotok» and «Ak-kalya» is about 3,7 thousand somoni and book value of onfarm irrigation network, which is on farms' balance, is 39,3 thousand somoni. Operational costs over canals «Ak-kalya» and «Bystrotok» made by District Department for Water Resources in 2001 were 7,4 thousand somoni and operational costs over farms serviced by those canals were 2,8 thousand somoni. It is supposed that after organization of WUA in Dzh. Rasulov district according to the agreement between water management organization and WUA, operational costs over canals «Bystrotok» and «Ak-kalya» will be financed at the expense of water management organization within the limits required for this objective. Land reclamation state of farms is satisfactory. All irrigated area is related to non-saline. Ground water level in farms «B.Khamdamov» and «Leningrad» is lower than 3 m. Low-mineralized ground water (mineralization from 0-1 gr/l) doesn't impact on soil salinity process. Mainly cotton, wheat and vegetables are grown on irrigated area within organized WUA. The share of main crops is 95% including cotton –73%, wheat – 18%, vegetables – 3%. Yield (average) of main crops is: cotton – 22,5 c/ha, wheat – 15,8 c/ha, vegetables – 104,7 c/ha. Specific profit from plant growing as a whole on total irrigated area is 144,3 somoni/ha (about 50 USD/ha). Among total costs for crop production, costs for water supply is 2,2%. Key parties, i.e. directors of the above mentioned farms, i.e. AID «Bobo Khamdamov» including 11 dekhkan farms, «Leningrad» joint-stock company, directors of provincial and district water management organizations and administration chief (khukumat) of D. Rasulov district agreed to organize Water Users Association along canals «Bystrotok» and «Ak-kalya». WUA «Zhapalak» has been selected as a pilot site in Kyrgyzstan located in Karasu district Osh province. Source of ten canals for this WUA is pilot Aravan-Akbura canal. WUA «Zhapalak» canals serve 2012 ha of irrigated area of different farms with annual planned water diversion 11,8 million m3. 54,44 km of onfarm network are on WUA balance, of which 53,34 km or 97,8 % in earthen channel. Value of this network is 169,51 thousand somoni or 3,5 thousand $ with actual operational costs in 2001 - 119,2 thousand somoni or 2,5 thousand $. There is practically no production basis in pilot WUA at the beginning of «IWRM-Fergana» Project for carrying out repair and rehabilitation works through «khashar» method, i.e. with involvement of water users themselves. Payment of water users is based on «exchange», i.e. water users pay WUA by grown agricultural products. It distracts WUA colleagues from direct work and WUA has to implement the function not peculiar to it. |
