Goals and Objectives of the Inception Phase .

Regarding component 1 «Organization and functioning of Water Users Associations (WUA)» :

1.  Assess current state of water users in the region, where WUAs are not still functioning or sum up the experience of WUA or cooperative organizations' activities on water use. In this context it is necessary to collect information on :

- farms (former collective and state farms), within which it is supposed to organize WUAs;

- organized WUAs or cooperative organizations, which perform functions of WUAs.

2. Analyze collected information: how much one or another farm or existing WUA corresponds to "criteria on WUA objects selection" developed by us

3. Develop proposals on selecting pilot site in a line "system - farm (WUA) - field".

4. Assess WUA activity methodology and experience, developed and introduced by other donors, regional and national organizations. In this context:

- to specify the list of projects, developed in every country by other donors, regional and national organizations, which have "WUA" block;

- to assess methods of WUA designing, Projects' implementation  with account of achieved success, work experience, lessons during organization and functioning of WUA in each of three states of Fergana Valley.

5. Analyze legal materials providing the transfer to new forms of water use organization, including laws on water and water use, land, ownership, farms, WUAs, etc. in irrigated agriculture in each of three states.

6. Analyze existing contractual relations between WUA members and WUA, between WUA and Water Management Organizations and give recommendations on mentioned contractual relations for supposed WUAs .

Regarding component 2  «Improve organizational structure of water resources management in Fergana Valley»

1. Study and analyze existing organization and technology of water resources (water systems) management within the region. In this context it is necessary to  collect data on the following issues:

-forms and organizational structures of water resources (water systems) management of the region as for 2001;

-the main water sources within the province as a whole and regions;

-supplying with water resources as a whole and water supply of irrigated agriculture;

-area of command irrigated lands, degree of their use and melioration state;

- financial and economic indices of water systems of the province

2. Work out proposals on selecting presented irrigation system (groups of canals, canal, etc.) as pilot site-representative for further project implementation based on analyzed existing situation, discussion and approval. Selection of regions, provinces and countries will depend on command canal selected for project implementation.

- Based on made analysis and evaluation of existing organization and technology of water resources management of the province, it is necessary to give concrete recommendations and ground on selecting system as pilot site-representative for further project activity. To show why other systems are not proposed for inclusion into the project.

- According to the main objective of the present project the recommended site should fully meet the possibilities of transference from existing water resources management system in the province on administrative-territorial basis to new alternative management forms:

  • based on hydrographical (basin) principle;
  • based on principle of integrated irrigation systems management.

- The following criteria should be accepted as a basis of selecting variant of irrigation system - representative management based on 2 mentioned principles.

  • Wish and understanding of necessity of transition from administrative-territorial water resources management principle to new management principles (province\district which are under selected canal) , first of all, by direction and collective of provincial organization.
  • Similar wish and understanding by local (provincial and regional) authorities.

- Selection of water management option based on hydrographical (basin) principle
should correspond to the following conditions:

  • availability of the main irrigation source providing closed watershed area;
  • availability of large-scale main canals with water diversion from main and additional sources (of inter-state, inter-provincial and inter-district significance);
  • water management based on the above mentioned principle can be implemented by respective organization at inter-state, inter-provincial, provincial and inter-district levels.

-   Selection of water management option according to integrated irrigation system management principle should correspond to the following conditions:

  • irrigation system can be inter-provincial, provincial, inter-district;
  • availability of one or more independent water diversion from irrigation source;
  • availability of network of main and distributing canals system providing water supply to certain closed area;   
  • absence (or minimal availability) of additional sources or canals which would impact significantly on a possibility of independent water management in irrigation system.

Regarding component 3 «Improvement of monitoring over irrigation water use productivity in Fergana Valley».

- Analysis of situation, evaluation of WUFMAS and GEF experiences, methodologies and systems developed by other donors, regional and national organizations in water use and management sector. Recommendations on their adaptation within the project.

- To evaluate proposals and select respective demonstration sites within main canal, WUA and farms based on criteria.

- Analysis of situation and collection of source information.

- Development of proposals on selecting pilot sites in every Republic according to proposed criteria.
