Expected outcomes and outputs of Phase VOutcome A: IWRM institutions (WUA’s, UCWUs and CMO’s, including institutions in the STT area) in the project areas are self-reliant. This model is focused on the improvement and, to some extent, clearer completion of all guidance documents (contracts, rules, reporting, planning, and regulation forms) that can be widely used under similar conditions. It should be noted that the project is being developed under instable political and economical conditions, when the mechanism of democratic changes and transition to a market economy has not yet been fine-tuned and are in the state of transformation. This particularly applies to the legal and economic bases of the agricultural sector which determine the effectiveness and sustainability of water management organizations. In this context, the first objective of this project phase reflects to a greater extent the peculiarity of this interim phase: “To improve within the project area, the financial and economic viability of the IWRM institutions up to canal level, with a special focus on the WUA’s, and exit from part of the past activities which are not anymore priorities”. In general, being agreed with setting the priority of the financial and economic sustainability, one should bear in mind that financial and economic health, which, was dealt with by the project just in this (coming to its end) phase IV, cannot be made purely through financial mechanisms – this requires permanent improvement of three basic elements: institutional, financial & economic, and managerial (technical) mechanisms. Such improvements are suggested to be prolonged in this interim phase through field activities of project staff but in a reduced form. At that, it is important to avoid losses in the improvement inertia as well as losses of key players of the project. Outcome B: A concept/vision of a wider IWRM dissemination/replication at national scale is accepted by the three governments. Outputs: Output A1: The functioning of governing bodies of IWRM institutions within the project areas is strengthened. Output A2: The managerial capacity of WUA & CMO staff is on required level. Output B1: The project experience is capitalised and the data consolidated and well documented. Output B2: Comprehensive FV hydrographic study is completed. Output B3: National visions on ways and means to integrate the new IWRM organisations in the existing water management structures as well as on STT management are elaborated based on a broad consultation with stakeholders. Output B4: Elaborate a new project document for the next phase. |
