Expected results of Phase IV.

In order to achieve the Project Objective A (- Pilot Areas and selected TSR function according to IWRM principles. Approaches are consolidated and ready to be promoted in other areas of the region) following outputs are planned to be produced.

A1: IWRM water governance principles and management procedures are fully introduced and practiced at pilot canals and TSR.

A2: Joint Commissions are established and IWRM implementation in the pilot basins of small transboundary rivers introduced and agreement on the principles and mechanisms related to the joint management of water resources is reached.

A3: Direct functional relationships are established between CMOs and WUAs (with least involvement of administrative organizations).

A4: IWRM tools and management practices, tested in the pilot areas, are documented and prepared for dissemination.

A5: Water accounting mechanisms from WUA to basin level are strengthened.

A6: Capacity Building and dissemination strategies are developed, implemented and impact monitored.

The emphasis here is i) to complete the IWRM water governance and management principles introduction and consolidate experiences and systems practiced in pilot areas, including TSRs; ii) that project outreach WUAs are fully hydrographical, allocating and delivering water in an equitable and reliable manner based on IWRM guidelines down to the plot level; iii) that institutional and organizational arrangements and technologies developed and tested are consolidated into ‘ready to go’ packages for wide range dissemination; and iv) to develop an enabling environment for IWRM dissemination in adjoining areas and eventually in the whole country.

Following outputs are envisaged for achieving Project Objective B (- Governments and donors follow the same principles concerning the roles and scope of IWRM institutions from WUA to basin level.):

B1: Donors and governments have a common understanding in each country concerning the roles and scope, tasks and responsibilities of all institutions from WUA to basin level.

B2: National policies and the legal framework for dissemination of the IWRM approaches are in place.

The sustainability of project achievements depends on the continuous progress on the same direction. This cannot happen, unless governments and the supporting donors share the same vision on water management institutions from WUAs, WUG to basin level. The national policies and legislations should be helpful or at least not stop or in any way hinder such a progress. In other words, it is expected to create an enabling environment, influencing higher-level key players and policies for consolidation and dissemination of IWRM principles and mechanisms.

Project Objective C (-There is clarity on financial and economic aspects as well as the ability to pay at the different operational and management levels.) is planned to be achieved through following outputs:

C1: The financial and economic aspects as well as the ability to pay at the different operational and management levels are assessed.

C2: Impact Assessments (Economic, Social and Environment) of project outcomes are made.

So far, no economic analysis as such was done in order to determine financial and economic sustainability of IWRM institutions. It is very important that these new IWRM institutions are financially and economically viable and become self-sustaining. Moreover, the worsening conditions of the inherited infrastructure has not been taken care of or only insufficiently during the last 15 -20 years. This requires huge investments now and in the future. Whether the users can take the burden of rehabilitation or not, and if not, who should pay how much, and the users ability to pay under current situation has to be assessed and appropriate recommendations need to be given to the governments and donors with emphasis on low cost but still adequate solutions.

Furthermore, it is necessary to formulate quantitative and qualitative indicators to assess social, economic and technical feasibility concerning the deliverables and outcomes and social acceptability of these institutional changes. The impact of changed water policies on environment too, shall be assessed.

Activities related to the Expected Results

Each of the expected Results mentioned above are to be achieved through the activities listed below.

A1: IWRM water governance principles and management procedures are fully introduced and practiced at pilot canals and TSR.

A1.1 Complete (to the extent possible) hydrographization and involve other stakeholders on three pilot canals

A1.2 Establish IWRM governance and management fully on both sides of pilot TSRs areas

A1.3 Complete all works within the Akbura basin

A1.4 Finalize institutional arrangements for two pilot canals (in Tajikistan and Uzbekistan)

A1.5 Improve planning and management systems (water use, water accounting, Business planning, O & M, Financial management, etc)

A1.6 Develop strategies and management procedures for extreme situations

A1.7 Develop, test and implement recommendations for addressing drainage problems in pilot canal area

A1.8 Develop, test and implement recommendations on sustainable environment protection

A2: Joint Commissions are established and IWRM implementation in the pilot basins of small transboundary rivers introduced and agreement on joint management of water resources is reached.

A2.1 Develop and establish institutional (Joint Commissions) mechanisms for TSR

A2.2 Prepare draft agreements for joint water resources management, list of required structures and equipments, alternative procedures, etc for TSR

A3.1 Identify roles and responsibilities of local authorities in the new environment

A4: IWRM tools and management practices, tested in the pilot areas, are documented and prepared for dissemination.

A5: Water accounting mechanisms from WUA to basin level strengthened.

A5.1 Finalization of methods for water distribution and water supply planning, correction and monitoring and water management effectiveness improvement at all hierarchy levels (CMO – WUA – WUG – farms – indicators).

A5.2 Clarification of irrigated rates and scheduling on the command area for improvement of water planning

A5.3 Development and implementation of measures for improvement of management and control of pumping stations work on pilot canals and especially in KhBC area

A5.4 Complete provision of pilot canals and base WUAs with monitoring facilities

A5.5 Introduce of MIS into water systems at all hierarchy levels (CMO, UCWU, WUA)

A5.6 Enable and promote demand oriented, volume based water distribution management;

A6: Capacity Building and dissemination strategies are developed, implemented and impact monitored.

A6.1 Assess training and capacity building needs and develop a capacity building strategy targeted at different focus groups and levels with impact monitoring system and implement the same

A6.2 Develop training materials based on project tested methods and experiences

A6.3 Promote wider and more consistent implementation of IWRM principles in the region through a competent consulting group built up in the framework /training support to other IWRM projects/

A6.4 Consolidate communication strategy and impact monitoring

A6.5 Use all media for promotion /dissemination of new canal governance and water allocation management

B1: Donors and governments have a common understanding concerning the roles and scope, tasks and responsibilities from WUA to basin level in each country.

B1.1 Work towards creating ‘a common vision’ on IWRM organizations at all levels among governments and involved donors

B1.2 Pursue consolidation of approaches and formal collaboration agreements with other projects

B1.3 Explore collaboration potential with the UNDP endeavor to develop National IWRM Plans in the same three recipient countries

B2: National policies and the legal framework for dissemination of the IWRM approaches are in place.

B2.1 Intensify the vertical linkages

B2.2 Delineation of roles and responsibilities between all water governance institutions and operational bodies

B2.3 Strengthen the role of the National Coordination and Support Groups (NCSG)

B2.5 Regular exchange of experiences with governments and other projects

B2.6 Broadening and up-scaling of the IWRM approaches to the river basin level on examples of trans-boundary small rivers;

C1.1 Carry out a detailed study on financial and economic feasibility aspects of IWRM  institutions

C2.1 Make a quantitative and qualitative assessment of social, economic technical feasibility of deliverables and outcomes

Based on the above activities, project team will develop annual operation plans for each country, which will capture and accented to specific needs of each participating countries.
